The Regulator of Social Housing is a non-departmental public body sponsored by the Ministry of Housing, Communities and Local Government. RSH regulates registered providers of social housing to promote a viable, efficient and well-governed social housing sector able to deliver homes that meet a range of needs. The objectives of the regulator are set out in the Housing and Regeneration Act 2008 (as amended). We undertake economic regulation, focusing on governance, financial viability and value for money that maintains lender confidence and protects the taxpayer. We also set consumer standards and may take action if these standards are breached and there is a significant risk of serious detriment to tenants or potential tenants. East Midlands Housing Group has received a C1 consumer upgrade in our latest regulatory judgements. The group demonstrated it had strengthened its arrangements for ensuring that tenants views are considered in strategic decision making about how landlord services will be delivered. We have also published a first consumer grade for Lancaster City Council of C2 following inspection. We identified some weaknesses in delivering the outcomes of the consumer standards, showing improvement is needed, specifically in relation to the outcomes in the Safety and Quality Standard and the Transparency, Influence and Accountability Standard. Following an investigation, we have found that Aves Housing is not meeting the Governance and Financial Viability Standard or the Rent Standard. We have also found that YMCA Thames Gateway does not have an up to date understanding of the condition of tenants homes. We are considering removing Easy Housing Association from the register of social housing providers. We have taken further action due to Easys persistent and long-standing failure to deliver the outcomes of the Governance and Financial Viability Standard and the Rent Standard. Easy is a small provider of social housing, operating in Birmingham and London. It provides housing through lease agreements with private landlords. Read the judgement: https://bit.ly/44S8P5R
We have published the outcome of our consultation on revisions to the Transparency, Influence and Accountability standard - including Social Tenant Access to Information requirements - and a separate Competence and Conduct standard. We originally consulted on the C&C requirements being part of the TIA standard. However, we carefully considered the feedback received through the consultation, and decided to create a separate C&C standard to increase its visibility for tenants and landlords. The C&C requirements are aimed at driving greater professionalism and higher standards by ensuring relevant housing staff have the required skills, knowledge, experience, and behaviours to deliver a high standard of service to tenants. The STAIRs requirements will give tenants of private registered providers a similar level of access to information relating to the management of social housing that local authority tenants already have. Two housing associations and two local authorities received their first consumer grades in our latest regulatory judgements. Aster Group received a C1, while Charnwood Borough Council, Dover District Council and Islington and Shoreditch Housing Association Limited received C2 grades. Our Chief Executive, Jonathan Walters, used his address at the Housing 2026 conference to reinforce the importance of achieving more and better social homes. Jonathan said that the sector has delivered nearly half a million new homes over the past 10 years, alongside making vital improvements to existing homes to tackle issues like damp and mould. This has been made possible by billions of pounds of private investment, predicated on the sectors stable regulatory environment and the focus on strong governance and financial viability. We have published the findings of our latest survey of the fire safety of 11 metre plus buildings in the social housing sector. Of the 17,081 relevant buildings reported, 1,977 were identified as having a life-critical fire safety (LCFS) defect relating to the external wall system (EWS).
