A woman was shot dead by an ICE officer during an immigration crackdown, as the city's mayor slammed the agency for "causing chaos" on the streets.

Renee Nicole Good, a 37-year-old mum of three, was shot and killed by the Immigration and Customs Enforcement (ICE) officer in Minneapolis, Minnesota, with local, state and federal officials clashing over what happened. Department of Homeland Security (DHS) spokesperson Tricia McLaughlin claimed the agent acted in self-defence, alleging one of the "rioters" was "attempting to run over" federal officers.

Minneapolis Mayor Jacob Frey, however, said the officer acted "recklessly", pointing to video footage that has since emerged showing ICE agents approaching a car in the middle of the street before one fires three shots through the front windscreen as it attempts to drive off. The shooting happened at East 34th Street and Portland Avenue on Wednesday morning local time.

Crowds of protesters gathered at the scene of the shooting, expressing outrage at local and federal officers present, including senior Border Patrol official Gregory Bovino, known for leading crackdowns in Los Angeles, Chicago and other cities. Standing behind a police cordon, protesters chanted: "Shame! Shame! Shame!" and "ICE out of Minnesota!"

"The presence of federal immigration enforcement agents is causing chaos in our city," Mayor Frey wrote on social media after the incident. "We're demanding ICE to leave the city immediately. We stand rock solid with our immigrant and refugee communities."

During a press conference later on Wednesday, Frey told ICE to "get the f**k out" of Minneapolis. He confirmed that the victim was 37 years old before Ms Good's mother identified her to the press.

Frey said: "We collectively are going to do everything possible to get to the bottom of this, to get justice and to make sure that there is an investigation conducted in full. They are not here to create safety in this city, what they are doing is causing chaos and distrust. They are ripping families apart, sowing chaos in our streets, and in this case are literally killing people."

DHS Secretary Kristi Noem described the incident as an "act of domestic terrorism". "What had happened was our ICE officers were out in enforcement action, they got stuck in the snow because of the adverse weather that is in Minneapolis," she said at a press briefing in Texas. "They were attempting to push out their vehicle, and a woman attacked them and those surrounding them and attempted to run them over and ram them with her vehicle."

But Frey dismissed DHS' official account, which claimed the ICE officer was "fearing for his life" before firing into the woman's vehicle.

"They are already trying to spin this as an act of self-defence. Having seen the video myself, I want to tell everybody directly that is bulls***," he said during the press conference. "This was an agent recklessly using power that resulted in somebody getting killed. Your only reason for being in our city is to create some kind of safety, and you are doing the opposite."

Since 2024, at least five people have been killed in a handful of states during immigration raids.

Tensions have risen in the twin cities of Minneapolis and St. Paul after DHS announced on Tuesday that it had launched a crackdown related to allegations of fraud involving Somali residents. Over 2,000 ICE agents have been deployed to Minnesota to carry out its "largest immigration operation ever".

The shooting occurred just a few blocks from some of the area's oldest immigrant markets and about a mile from where George Floyd was killed by police in 2020, AP reported.

Rev. Hierald Osorto, pastor at St. Paul's-San Pablo Lutheran Church, which has a predominantly Latino congregation, told the outlet: "We've been trying to live life as fully as possible in light of the fear and anxiety that we feel."

The Immigration Defense Network, a coalition of groups serving immigrants in Minnesota, held a training session on Tuesday night for about 100 people willing to monitor federal officers on the streets. "I feel like I'm an ordinary person, and I have the ability do something so I need to do it," Mary Moran told KMSP-TV.
