DMP Assisant has seen the issue: portagenetwork#266:
Reason: the latest version of wkhtmltopdf-binary(0.12.6.5, the latest version from https://rubygems.org/gems/wkhtmltopdf-binary) hasn't added support to Ubuntu 22.04. but a few days ago, ubuntu-latest in Github actions are pointing to 22.04 instead of LTS 20.04 (actions/runner-images#6399). They haven't updated their readme.md yet.
Thus we need to hard-set Github actions ubuntu versions to 20.0.4 for wkhtmltopdf-binary. I'll submit a PR.
