Problem

Five feature flags are hard-coded false and gate an unfinished personal-Vercel integration. About 360 of the 409 lines in one route are unreachable, and two MCP tools always answer "integration required". A five-line /api/migrate route returns 404 and nothing else.

Fix

Ask the maintainer first whether the Vercel integration is being finished or abandoned. Then either:

• Abandoned: delete the flags and every branch behind them, delete the route if it becomes empty, update the two MCP tools to return a clear "not supported" error, and delete /api/migrate.
• Being finished: replace the hard-coded false with one environment-driven flag in lib/flags.ts (or wherever flags live) so the code can be turned on in preview.

Exit criteria

• rg -n 'const .*= false' app/api/vercel app/api/profile lib/mogplex-api lib/repo-settings.ts lib/sandbox/billing.ts returns no flag declarations.
• app/api/migrate no longer exists, or has a documented purpose.
• MCP mogplex_list_env_vars returns either data or a single clear error message (test via the CLI or the MCP inspector and paste the result).
• Line count of app/api/vercel/targets/route.ts is posted before and after.
• pnpm lint, pnpm typecheck, pnpm test:unit pass.
