Add a count of dropped messages from limiters. This would be very useful to expose a variable that can be used in the body content so that we can get an idea of how many messages were dropped by the limiter since the last email was sent.

It can be helpful for email messages where you must limit how many that can be sent but still get a better idea of how many errors are occurring by just looking at the email.
