Microsoft PowerShell SDK

This is a meta-project that serves two purposes:

Group PowerShell sub projects to avoid unnecessary duplication of reference declarations.
Group extra .NET Core packages that PowerShell doesn't depend on directly but must provide for our users at runtime.
