Describe the enhancement requested

Tracking issue for mailing list thread to remove the dynamic Maven-based dependency on apache/parquet-format (specifically the parquet.thrift file) and instead inlining the parquet.thrift file in the repo. This would allow for faster development as POCs/reference implementations could be completed with passing CI checks without waiting for a parquet-format release.
