[bumpversion] comments. bumpversion deleted all comments on its file.

Don't combine `.bumpversion.cfg` with `setup.cfg`. Messes up formatting.

Don't use `first_value = 1`. It will break `release` bump
#
Keep `optional = dummy` needed to bump to release.
