epicsCoreJava and jca #26

Description

with multiple modules in epicsCoreJava depending on jca/caj the following updates need to be considered.

  • jca could be added as a git submodule.
  • jca could be added as a maven module to the epics core parent
  • fix jca dependencies to match actual releases, i.e. 2.3.6 or 2.4.1

On the release/7.0 branch the dependency is 2.4.2-SNAPSHOT, which is correct.

Note that the next release will probably be a 7.0.x (right?) so the release/7.0 branch is the relevant one.
