The version 2.35.0 google-cloud-cpp includes the PR(mark the flag enable_opentelemetry as public), we will need to update the dependency version when it is available.
Then we will uncomment the configs in bazel files to control GOOGLE_CLOUD_CPP_BIGQUERY_HAVE_OPENTELEMETRY by the flag.
