pyplot vs. OO is out-of-scope. IMHO its mention here is historic and should be removed completely. The OO interface is our baseline and we should just use this here without any discussion.
I think the title is also misleading. Under "lifecycle" I would understand: create figue+Axes, add data, add "context" (title, labels, legend), customize, show/save. But with a focus on these categories. While the present code has these, it puts much stronger emphasis on demonstrating in-depth how a figure can be fine-tuned to a desired output. I think this should be rephrased to "Fine-tuning visualization" or similar.
Likely part of this stems from the fact that the original blog post has a different intention and scope that our example, but content was not appropriately adapted/rephrased.
I've addressed the first two bullet points in #31423, because this is independent of the other topics here, and should hopefully be general consensus so that we can get it out of the way quickly.
@story645 please specify in more detail how you want to "use annotate and bar_label". I'm not clear where they should be employwed, and I believe that's also the core issue in #31364.

Go for it, we don't really assign issues.
