Currently we have Linux and MacOS tests running on Github Actions, but Windows tests running on Azure Pipelines. Looking at the history, our Azure workflow appears to predate the existence of GHA, and the Linux/MacOS tests moved when they did because Travis was on its last legs. Are there reasons to still keep these separate or could we move the Windows tests into GHA?
This was prompted by #30883 (comment), because I can't see a simple way to make the Azure workflow respect a PR label. More generally, maintenance burden should reduce with the number of workflow types we have to think about.

Ah, I see that Appveyor is also Windows and I'm not sure what the difference is (besides the fact it uses conda).

We have kept the appveyor one around primarily because we have it setup with conda.
In the past there were also lower allowed concurency at the free tiers of CI so we got extra parallelism via multiple providers.
The docs are on circle because they are the only provider (to my knowledge) that lets you treat artifacts as a url you can point a browser at.

Took me a while to find the relevant docs, but currently
https://docs.github.com/en/actions/reference/runners/github-hosted-runners#standard-github-hosted-runners-for-public-repositories
This table has concurrency limits but I'm unclear what would apply. 20 per user? Or is there a per-repo number?
https://docs.github.com/en/actions/reference/limits#job-concurrency-limits-for-github-hosted-runners

Or is this per workflow? Because it's titled "Job concurrency limits for GitHub-hosted runners" (not .. for users/repos/projects/orgs).

@timhoffm oh yes, I think you’re right. The table above mentions “jobs in a workflow”. So I still didn’t find the relevant docs.

Having spent a lot of time in the logs in recent days, I would say that Azure has the nicer interface for that.
