Bump version of labeler action when available (>6.0.1) #31108
Description
EDIT: Sometimes, the labeler action removes the first-contribution label added by the pr_welcome workflow. This should be fixed with a new release of the labeler action, so the next action here is to bump the labeler action.

This label has already appeared on an issue. So maybe this is already done?

Ok I see - since we are using sync-labels: true option in the labeler action, this is removing the first-contribution label that was previously added. There is an open issue in the labeler for that (not touching labels that are not listed in the labeler.yml file): actions/labeler#741
I'll try to hack something together to work around it .

Ok, some thoughts:
Potential solutions would be to turn off the "sync-labels: true" for the labeler action (which would potentially make updated PRs not have accurate labels) or re-run the first-contribution label every time the labeler runs, so that the first-contribution label is added last. This would be pretty cumbersome, imo.
So I think there is nothing really left to do here for now. I'll keep looking for failures, but the fix will likely be to update the labeler action once there is a new release. I'll also update this issue's title to be clearer.
