  1. Add invocation membership plan 

    Plan for registering claws with cllama invocations instead of pre-written context directories, two-phase claw up, role/labels/purpose in the pod schema, a claw-api controller for live spawn/retire (ADR-027 amending ADR-002), the pod-members feed, and the spike matrix. Depends on the cllama invocation plan and a tagged cllama release; issue to be opened before implementation.
