  2. [Spec Kit] Implement Railway deployment feature 

    - Add api/railway.toml and web/railway.toml with DOCKERFILE builder config
- Add api/.env.railway and web/.env.railway for env var documentation
- Remove EXPOSE 8000 and root.crt from api/Dockerfile
- Update web/nginx.conf with dynamic  and X-Forwarded-* headers
- Update web/Dockerfile to use envsubst for nginx template rendering
