Description of bug

After pip install using requirements.txt, executing "python app.py" produced error saying Pandas was not available, with error:

"ValueError: numpy.ufunc size changed, may indicate binary incompatibility. Expected 216 from C header, got 192 from PyObject"

After bit of search, tried "pip install --upgrade numpy" which upgraded to "numpy-1.21.2".

Then was able to successfully execute "python app.py" start server and view app in browser.

How to replicate the bug

1. On Windows 10 create virtualEnv by executing "conda create -n venvDashNLP python=3.7.4" (basic env)
2. Excecute "pip install -r requirements.txt"
3. Execute "python app.py"
4. Get error
