AMD64 Alpine Linux (ware-alpine) shouldn't run on 3.13 PRs #654
Description
I think this is a configuration issue, which is why I'm filing an issue here, but I'm not 100% sure.
Adding test-with-buildbots to [3.13] PRs in CPython runs on "AMD64 Alpine Linux PR". I don't think this should be the case becasue:
- The buildbot is failing: https://buildbot.python.org/#/builders/1307/builds/175
- The buildbot isn't configured to run on 3.13 branch, just 3.14 and 3.x: https://buildbot.python.org/#/workers/19
I don't think we should be running on 3.13 PRs if we're not running on 3.13 branch.

I'll have a think on this, but it's a tricky one. We don't currently check the base branch for PRs at all, and we'll have to compare that to the branches/not_branches configuration for each worker/builder to do anything about this.
