   Is there something about OpenSSL 3.0.18 which precludes backporting this to 3.12 and 3.11 as well?

    We are not producing binaries for 3.11 and 3.12 anymore. If you are building your own Python for Windows/macOS/Android, there shouldn't be anything preventing you from locally backporting the change that I am aware of, but we also can't guarantee that everything will be fine.
