Expose special method lookup at Python level #144989

Proposal:
As noted in the review of #144420, the Python level implementation of special method lookup has heavy dependency, and we need to expose the C level function.
Has this already been discussed elsewhere?
This is a minor feature, which does not need previous discussion elsewhere

There were prior discussions in the mailing list, and other resources, but they did not came with concrete results.
This is not a minor feature, and it requires a discussion. How to name the function? In what module should it be added?
