Add Punjabi translation to docs.python.org #207
Description
Punjabi is ready to be added to https://docs.python.org, here's a checklist.

PEP 545 prerequisites
- 100% https://translations.python.org/#pa
- CC0 licence stated in README
GitHub org
- @BHUVANSH855 transfers repo to @hugovk (Settings -> Danger Zone -> Transfer ownership -> hugovk)
- @hugovk accepts the transfer
- @hugovk transfers hugovk/python-docs-pa -> python/python-docs-pa
- Org owner adds Translation Admins with admin access
- @hugovk adds coordinators at /settings/access with maintain access
docsbuild-scripts
- PR adding [languages.pa] to config.toml with html_only = true (compare python/docsbuild-scripts#355, python/docsbuild-scripts#351)
- After the next cron run, verify https://docs.python.org/pa/3/ and the switcher
psf-salt
- PR adding redirects (compare python/psf-salt#648, python/psf-salt#650, python/psf-salt#654)
- Ask infra to deploy
devguide
- PR updating docs.python.org and python/python-docs-pa links in translating.rst

@JacobCoffee @jmcshannon psf-salt#669 and docsbuild-scripts#361 are merged. Could you confirm the Salt change is applied on the docs host (or run a highstate), so https://docs.python.org/pa/ redirects to /pa/3/? Thanks!
Edit: I just verified that salt deployment is done, sorry for commenting without verifying.
