Describe the bug
Py install default still installs Python 3.14.0rc3, even though Python 3.14.0 has been released. The logs reveal that it filters https://www.python.org/ftp/python/index-windows.json by 3-dev-64, which doesn't match the final release of 3.14.0.

To Reproduce
The quickest and easiest way is to run py install default --dry-run

Expected behavior
Python 3.14.0 should be installed

There'll be a new update shortly that will fix this for the default, but it looks like -dev is preferring prereleases over actual releases:

So yeah, that's a bug.

Oh, actually, I know what this is, and it's on the upstream side. We don't list -dev tags in non-prerelease versions, so we can fix this directly for 3.14.0 by patching the index (I can do this later on today), and fix in the PC/layout script in the CPython repo to generate the tag in future.

I've updated the feed manually, so 3.14-dev should now include 3.14.0

This will be resolved by python/cpython#139814, so closing it here.
