This specific issue is for printing out the rendered release notes from the release notes template.
There is not a plan to also provide the changelog modifications. Your workaround is the expected use.

Description
Add an option to output the release notes for a single version out to the console or to a specified file.
Use cases
If you need to bake in the release notes into the documentation or a website and do not want to provide the entire changelog or have to parse it.
