Create new Pipeline running only on releases

Pipeline needs to build and push the following docker images:

• Operator
• AutoDiscovery
• Parser & Hook SDK
• All Parser
• All Scanners (where we maintain a seperate Dockerfile)
• All Hooks
• Dashboard Importer Image for ElasticSearch (https://github.com/secureCodeBox/secureCodeBox/tree/main/hooks/persistence-elastic/dashboardImporter)
• Potentially a custom solution for the nikto scanner image, see 🏗 Migrate Nikto Build to be in line with other 3rd party scanners #610

For every image which has a cusom docker hub description. (Located at ./docs/README.DockerHub-{Scanner,Hook,Core}.md relative to the docker file, the description on docker hub needs to be from this pipeline too.
