At the moment, there is no Github Actions workflow to create release artifacts.

What it should include:

• update utplsql-cli.version
• mvn package verify jar:jar appassembler:assemble
• make sure jar is copied to assembly/lib
• Creating .zip and .zip.md5 files of assembly

Any help really appreciated.
