Creates an agent environment.
HTTP request
POST https://{endpoint}/v2/{parent=projects/*/agent}/environments
Where {endpoint} is one of the supported service endpoints.
The URLs use gRPC Transcoding syntax.

If successful, the response body contains a newly created instance of Environment.
