The protagonist and playable character of GTA Vice City is Tommy Vercetti.

Tommy Vercetti is the protagonist and playable character of Grand Theft Auto: Vice City. Tommy is a previous member of the Liberty City Mafia gang, the Forelli Family. In prior events, Tommy was sent to prison for killing 11 men that ambushed him. Now, in 1986, Tommy is fresh out of prison and looking for work. He works with the Vance Brothers to execute a big drug deal but it all goes wrong, with the drugs and money lost. Tommy, now out for revenge on those that wronged him, teams up with various people and groups from the Vice City criminal underworld and slowly begins to create his own gang and become one of the highest-ranking criminals in Vice City.

[Sonny Forelli]

Sonny is the Don of the Forelli crime family in Liberty City. Tommy was one of his best men but when he grew weary of his ever-growing power, Sonny sent Tommy to kill a rival member, which ended up being a setup for Tommy, forcing him to kill the 11 men that ambushed him. After 15 years in prison, Tommy is still unaware of the set-up and goes back to Sonny for work once released from prison. Sonny sends Tommy out to Vice City to overwatch a deal. When the deal goes wrong, Sonny makes Tommy retrieve the goods and money in hopes it will keep him away from Liberty City.

[Ken Rosenberg]

Ken is a lawyer and a close ally to Sonny Forelli. Over the story of Vice City, Ken and Tommy become close friends after they were both sent to oversee a major drug deal that goes awry. Ken will bail Tommy out of jail if he gets into trouble and in return, Tommy helps him out should he need him.

[Lance Vance]

Lance is one of the leaders of the Vance Crime Family and a drug dealer. Lance and Tommy form an alliance after a major drug deal goes wrong, with them both wanting to seek out revenge on those that wronged them. Due to their budding friendship, Tommy will come to the rescue when Lance acts impulsively and gets himself into some dangerous situations.

[Juan Cortez]

Cortez is an ex-colonel that hails from Central America. He is heavily involved in many areas of criminal activity including drug trafficking and selling weapons. Cortez meets Tommy after the events of the botched drug deal, due to Cortez organizing what should have been a routine deal. Cortez and Tommy team up to find out who wronged them and take down some groups in the criminal underworld along the way.

[Ricardo Diaz]

Ricardo Diaz

Voice Actor: Luis Guzmán

Diaz is a drug baron, hailing from Colombia. Due to his high-ranking role in the criminal underworld of Vice City, Diaz has his own private army and will always be guarded to foil any attempts on his life. He is known to be an incredibly dangerous person and will bribe local authorities to turn a blind eye to his criminal behavior. Due to his drug addiction, Diaz has become increasingly paranoid over the years.

[Kent Paul]

Voice Actor: Danny Dyer

Kent is an aspiring music manager. Although he is one of the best criminal informants in Vice City, he doesn't seem to have a criminal record himself. Kent is usually found at the Malibu night club in Vice Point. To begin with, Tommy and Kent don't seem to be fond of each other but slowly warm to a friendship as the story develops.

[Avery Carrington]

Avery is a real estate mogul based in Vice City. He will do anything in his power to makes sure his business thrives. Avery has been known to manipulate the market so things swings in his favour. Avery and Tommy befriend each other when Avery needs help with a couple of properties he's looking to invest in.
