…es from the NEUVAC model, in the same manner as fism.py.
…users can execute fism.py.
Fism: Added euv_59_v2.csv, containing updated NEUVAC coefficients; include neuvac.py w/in srcPython, to allow for directly generating NEUVAC irradiances for debugging purposes. Removed some files that were custom files in a directory called .idea.

I am sweeping all of the branches into develop so that we can have a clean slate. It seems like this has not changed in a long time and is good to go. It would be nice if there was a test case for this - I will check on this.
