This is associated with CMakePPLang PR 84.
Description
This PR moves the contents of CMakeDev into this repository. It also cleans up a few things in the process and adds the standard CI for CMakePP org repos.
I have not proofread much of the documentation. I'm sure it could use some review and updating. This is a separate issue noted with #23.
