Add GitHub action that runs the CI/CD on EC2 using https://github.com/CentML/GPUClusterSwitchGithubAction
Enabled cuda 11.1, cuda11.3, cuda11.6 and cuda11.7 builds on T4. cuda10.2 is not working with the self hosted GitHub runner.
