Fix concerns after review

Exclude wall-clock-race LIFO tests from CI

VerifyLifoOrder, RejectWhenBacklogSizeReached and AdaptWhenLimitIncreases
assert strict ordering or sub-100ms latency, which is unreliable on shared
CI runners. Tag them Category=Timing and skip that category in CI/publish;
they still run locally.

Add NuGet packaging metadata and GitHub Actions workflows

CI builds and tests on push/PR to main. Publish workflow packs and pushes
all packages to NuGet on release, taking the version from the release tag.
