Rev 3.10.5 (#3346)

Version bump to 3.10.5. Release notes for 3.10.4 are finalized (drops
the "(Next Release)" suffix) — 3.10.5 ships the 3.10.4 content following
the master-reset to the 3.10.4 tree state (#3345).

Picks up the version-namespaced cache root from
[zackees/zccache#763](zackees/zccache#763)
