Background Travis-ci.org is changing their cost model...
- low effort but probably not "no" effort
- at least ~$800 annual cost
- questionable viability (money grab)
- no cost (yet)
- other OSGeo projects are transitioning
- multi operating system support (Linux, Windows OSX)
- scripts need to be re-worked
- could run into the same trap as Travis down the road
- it's not Travis
- little experience with it
