This PR adds a standalone maintenance script to refresh dbinfo entries in the PostgreSQL ioviews table from the CouchDB dbinfo view.
The script is intended for one-time backfilling when only the CouchDB view changes without any underlying document updates, ensuring that the indexed metadata remains synchronized and searchable.
Changes
Add backend/sync/refreshDbinfo.js for dbinfo synchronization.
Support refreshing one or more databases via command-line arguments.
Reuse the existing application database configuration, allowing the script to run in both local and server environments without additional configuration.
