Fix wrong flags for fr_CA and eu, and the hard-coded stylesheet path

- fr_CA was byte-for-byte the French flag; it now uses the Canadian flag.
- eu (Basque) reused the Spanish flag; it now uses the ikurrina.
- The stylesheet was linked from an absolute /plugins/... path, which breaks
  when OJS is installed in a subdirectory; it now uses $baseUrl.
- Translate the remaining inline comment to English.

Fix missing flags for OJS 3.5 locale codes (fr, nb_NO, pt, zh_Hans)

OJS 3.5 renamed several locales, so the flag rules keyed on the old codes never
matched and those languages showed no flag. The most visible case was French:
the toggle renders class 'flagToggle fr' while the stylesheet only had a rule
for 'fr_FR'.

Add flag images and CSS rules for the current codes (fr, nb_NO, pt, zh_Hans),
keeping the previous rules so the plugin still works on OJS 3.4.

Initial release: languageToggleByFlag for OJS/OMP/OPS 3.5 (OJSBR)

OJSBR adaptation of Lepidus Tecnologia's languageToggleByFlag block plugin
(https://github.com/lepidus/languageToggleByFlag) for PKP 3.5.

- 3.5 compatibility: replace the removed PKP\session\SessionManager with
  PKP\core\PKPSessionGuard::isSessionDisable().
- OJSBR: normalize language names to initial uppercase (multibyte-safe), so the
  toggle reads "English / Español / Português" instead of mixed native casing.
- Add OJSBR repo scaffolding (README, CONTRIBUTING, CODE_OF_CONDUCT, LICENSE,
  docs/COPYING, packaging workflows).
