Summary
Avoid running the Quarto pre-build twice during CI.
The workflow already runs makim pages.pre-build before linting. Later, makim pages.build triggers the same pre-build again through its pre-run hook.
This change runs pages.build with hooks skipped in CI, while preserving the existing pages.build hook for standalone/local usage.
