Release 9.5.31

Ships the display_driver fix from 5793488: appdev was imported after its
first module-level use, so importing display_driver raised
NameError: name 'appdev' is not defined. The 9.5.30 wheel carries the
broken order, which fails every LVGL example on CPython.
