NumSharp 0.60.0 — the nditer release

Full NumPy 2.4.2-aligned compute-core rewrite: nditer port, np.evaluate fusion,
full advanced-indexing parity, byte-exact array printing, C/F/A/K memory layout,
np.random on MT19937 + 24 distributions, all 15 dtypes, stride-native matmul,
ARC memory management, and a differential-fuzz pipeline. First stable 0.x release.
