Added the Kaprekar numbers algorithm under maths/special_numbers/kaprekar_numbers.py.
Implemented is_kaprekar_number(number, base) to check if a number is a Kaprekar number in a given base.
Implemented get_kaprekar_numbers(limit, base) to retrieve all Kaprekar numbers up to a specified limit.
Included comprehensive type hints and doctests covering edge cases (such as base-agnostic representation, invalid input raises, and standard base 10 examples).
Added references to Wikipedia and the On-Line Encyclopedia of Integer Sequences (OEIS A006886).

This PR only changes one algorithm file. To ease review, please open separate PRs for separate algorithms.
All new Python files are placed inside an existing directory.
All filenames are in all lowercase characters with no spaces or dashes.
All functions and variable names follow Python naming conventions.
All function parameters and return values are annotated with Python type hints.
All functions have doctests that pass the automated testing.
All new algorithms include at least one URL that points to Wikipedia or another similar explanation.
