WASM workers (e.g. vips) only build worker.min.js, but module registration requested worker.js when SCRIPT_DEBUG was true. Add min_only metadata so these modules always use .min.js regardless of SCRIPT_DEBUG.

Oh, interesting! Are you running WP 6.9 in your local env? I'm not seeing the error locally, and I'm running 7.0-beta5-61991-src. I think this might be because the issue was fixed in core in WordPress/wordpress-develop#11109 for how script modules are registered (in wp_default_script_modules)? I wonder what the right fix might be in GB to cover support for WP 6.9 🤔 (Assuming that's what's going on here) In principle the direction of this fix seems pretty similar to the core fix, but keen to hear what Adam thinks, too! |

Oh, it turns out I had a stale .js file in my build directory, which is why I didn't hit the error! If I remove that locally, I can reproduce: 
So, I think we'll still need it (or something like it) because Gutenberg de-registers the core scripts and registers its own. (And I can now replicate the issue, of course 🙂) |

Just looking over this again now that I can reproduce, and in light of the change in #76615 that excludes building the non-minified build for WASM-inlined workers, I think this fix is the right overall direction, as the module registration should be aware of which files are available. min_only seems a simple flag to me, to indicate this 👍
An alternative would be to actually check if the file is available on the file system, but using a flag will be more performant, so this LGTM.
Might be worth getting a second opinion as naming on these things can often be a challenge, but I reckon it'd be good to land this sooner rather than later given that it can break things for everyone's local development environments (not as bad as a production breakage, but still good to fix promptly if we can).

Resolve conflicts with #76615 and #76657 which landed the unminified worker skip and SCRIPT_DEBUG fallback. Keep trunk's isWasmWorker/min_only approach and add sourcemap suppression for WASM workers. Follow up to:
Fixes image upload failures in the block editor when SCRIPT_DEBUG is enabled. The vips worker module was requested as worker.js while only worker.min.js exists, causing a 404 and "Failed to fetch dynamically imported module".
