This PR aims at creating a base UI for PurlDB packages in the style of SCIO and VCIO.
Fixes: #20
Current progress:
Add base HTML templates for Package list and display.
Use the api's filter set as a demonstration (we can create a dedicated one based on review)
I intend to make it look like SCIO and VCIO after finalizing the fields / filters / sorts
