You can compare metadata.json to node package.json, it contains the same information (bug, url, etc) but too informations about options of the tern plugin.

I don't want to have a metadata respository.json. I want to have just a repository.json which list tern modules. metadata.json should be hosted in each tern plugin. See #190 (comment)
