Rebases the prompt-caching patchset from #14743 onto current dev so maintainers can review or cherry-pick it without conflicts.
The rebase adapts the original changes to the current code paths: core flags, TUI sidebar plugins, Effect session services, ShellTool, and provider transforms. It keeps splitSystemPrompt: false for providers that require a single system message.
How did you verify your code works?
Screenshots / recordings
N/A — non-visual prompt/provider/session changes. The cache audit sidebar wiring was adapted to the current sidebar plugin structure, but no visible design change was introduced.
