It seems we have again something broken in the CI (JNI). This PR is to test it.

FYI @kou @lidavidm the CI is broker again (on JNI) due to:

  CMake Error at cmake_modules/ThirdpartyToolchain.cmake:313 (message):
    Couldn't find xsimd >= 14.0.0

I'm fixing this one.

We need to update vcpkg version. See also: apache/arrow#49062

Or we can use Apache Arrow 23.0.0 instead of apache/arrow main.

From my understanding this has failed because the nightly jobs haven't still pushed the latest docker image due to this fix being applied just last night:
apache/arrow@d2315fe

The failing jobs should work tomorrow once the upstream Dockerfile image is pushed.

It has been fixed by using Arrow release instead of main.
