Summary
Remove RELEASING.md from the public repository. It documents the maintainer-side release and publish procedure (build, version gating, the OIDC publish workflow) — operational guidance for maintainers, not part of the published library's public documentation surface.

Why
Release-process runbooks belong with the maintainers, not in the public package tree. The package's user-facing docs (README, CHANGELOG, CONTRIBUTING) are unaffected.
