into api_version.lua and rtc.lua.
Sometimes we're just interested in the api version or setting the rtc.
This helps with readability and is in line with how it's done for other functionality like getting mcu ID and downloading VTX tables where we have one file per function.
This is built on #389 so that has to be merged first.
