German banking systems still use the ISO code 280 (former code for West Germany).
The current ISO code for Germany, 276, is not used in the financial world.

The official documents are in German, but here is a translated announcement of Germans popular local debit card scheme Girocard as reference:

I would suggest to have both country codes in the file, for 280 something like "(West)" could be added. By the way, there is another file, country-codes.csv, which should then also be updated.

As far as I remember, with the switch from the national chip scheme for Germany to EMV, there was a workaround, that the terminals present the code 276 to the card, so the card thinks that it is used outside of Germany and uses the EMV-application on the card.
