Adds complete Simplified Chinese and Japanese README translations and links all three language versions so setup and feature documentation are accessible in both languages.
Validation: preserved heading structure, links, HTML, inline code, and all 14 fenced code blocks; all relative targets resolve. Documentation-only; no runtime tests run.
