Remove the harness-level notification transports, waiters, and re-arm flow. Remove Requirement loop-state, Board projection, and gcampr requirement scoping. Keep pr.json and review-history.jsonl as durable development facts consumed by ReqLoop, and document the ownership boundary with Baton/ReqLoop.
