Expand directory staging scopes into changed leaf files and pass changed tests through the TEST_FILES Make contract for large suites. When a project lacks the contract, run the full suite and surface nonblocking guidance. Add TEST_FILES support to devloop's own Makefile and bump the plugin to 0.3.1.
Remove the test-file-count heuristic. Missing make test stays nonblocking, while TEST_FILES guidance is emitted only after an unsupported full test run actually exceeds 10 seconds.
