Use Renovate to update external image components #7120
Description
dotnet/arcade has self-hosted Renovate support now.
We can likely use this to replace most of the code for updating external dependencies in the update-dependencies tool. Candidates are:
- Chisel
- Rocks Toolbox
- MinGit
- Syft
- PowerShell
I have a test version of a renovate pipeline for this repo here: build#2935719. It's failing because it requires dotnet/dotnet-buildtools-prereqs-docker#1608, which is still waiting to be rolled out as far as I can tell.

[Triage] Some more context:
It's not 100% necessary to separate out template generation into another project as described in dotnet/docker-tools#1748. We simply run ImageBuilder outside of Docker. I tried running it as a .NET tool and hit this bug which we would need to work around: dotnet/sdk#53582.
There would also need to be changes in docker-tools to allow using the same version of ImageBuilder between the container image and the .NET tool.
